Costa Rica is not the only country where North Americans invest in real estate, and any honest advisor will tell you so. Panama, Mexico, and Belize all have active expat and investor communities, established markets, and real advantages in certain dimensions.
So how does Costa Rica compare? Here is a straightforward market-by-market analysis across the dimensions that matter most.
Panama
Panama City is a sophisticated market with a fully dollarized economy, a well-established retirement incentive program (the Pensionado visa offering meaningful discounts on services), and a tax system that does not tax foreign-source income. The condo market has produced strong appreciation in select neighborhoods, and the Azuero Peninsula has emerged as a growing coastal expat destination.
Trade-offs: Crime levels in certain Panama City neighborhoods are a consideration that meaningfully affects quality-of-life calculus for many North Americans. The rural and coastal market outside the capital is less mature and less liquid than Costa Rica's established coastal regions. The legal environment, while generally investor-friendly, can be more complex in some property contexts.
Mexico
Mexico is the largest expat real estate market in the hemisphere by volume — Los Cabos, Puerto Vallarta, Tulum, and the Riviera Maya each have mature North American buyer communities and strong short-term rental demand. Entry price points in certain Mexican markets are lower than comparable Costa Rica coastal properties.

The peso floats independently of the US dollar, creating currency risk that Costa Rica's dollar-denominated market does not. Legal consistency varies significantly across different Mexican states and municipalities.
Belize
Belize offers distinctive advantages: English is the official language (a genuine differentiator for buyers anxious about language barriers), property ownership rights for foreigners are straightforward without complex trust requirements, and the Belize Dollar is pegged 2:1 to the US Dollar. Ambergris Caye has an established, characterful North American expat community.
Trade-offs: Belize is a very small country with limited domestic economic diversification. The real estate market — particularly in primary expat areas — is relatively illiquid and more dependent on sustained foreign buyer interest to maintain values. Infrastructure outside primary tourist areas is underdeveloped.
